About Us

The National Health Service System (CENABAST), is a decentralized public institution under the Ministry of Health, whose mission is “to contribute to the well-being of the population, ensuring the availability of medicines, food, supplies and equipment to the Health Network, through the management of an efficient, quality and efficient supply service to improve the health of all people living in Chile”.

CENABAST manages the purchasing processes mandated by the Ministry of Health, Undersecretariat of Assistance Networks, Undersecretariat of Public Health, National Health Fund, Health Services, Municipalities and Municipal Corporations, and in general by entities that are attached to the National System of Health Services for the exercise of health actions.

The intermediation service corresponds to the consolidation of demand of customers belonging to the SNSS, Primary Health Care (APS) and extra-system, in order to obtain a purchase volume that allows access to discounts in the price, taking into account the requirements of the Programs of the Ministry of Health (Undersecretariat of Assistance Networks and Undersecretariat of Public Health). In this case, the “demand consolidation” is carried out by the Ministerial Program, which, through an agreement, requests CENABAST to purchase the required products.

Customers are those who mandate the Institution, via a web portal or by office, for the purchase of a particular product, and are the ones who must make the payment directly to the suppliers. In this sense, it should be pointed out that, in most cases, the person who mandates the purchase and is authorized to make the payment, is the Undersecretariat of Public Health, the Health Service or the Municipalities, through the corresponding Division Financial, Department of Health or Municipal Corporation as appropriate.

Scope of Action

Cenabast’s supply process begins with the capture of demand from health facilities (clinics and hospitals), in total, more than 500 venues across the country program their needs for drugs and supplies with the Institution .

The beginning of this cycle is informed by ordinary by the maximum authority of Cenabast, who in turn receives the mandate of purchase by the Management of the establishment.

Customers program their requirements based on a basket, which for 2015 was 1501 products. Meanwhile, the purchase process, starting in 2016, will run in parallel, in order to maximize the bidding processes that are carried out through the Public Market.

Subsequently, the Cenabast Service is not exhausted with the acquisition of inputs, but is maintained through supervision and control of the contracts signed with the suppliers awarded.

Likewise, the logistics operation is also coordinated by the Institution through three external logistics operators, which are distributed by geographical areas:

1.- TNT: north and south.
2.- Biomedical: Metropolitan Region.
3.- Blue Express: Program Chile Grows with You and the extreme south.

The intermediation, through its website, facilitates the access to health facilities for them to program their requirements, confirms the receipt of the products, and on the other hand, it has a platform that allows suppliers to certify products, raise purchase orders, report on product deliveries and payments made by health facilities, allowing the public to share the results, practices and progress of their management.

As a way to support access to information, Cenabast has at its customers’ disposal a business intelligence (BI) platform, which seeks to boost analytical capacity, access information of interest, and transparent the status of its situation in public procurement, prices and pending claims.

HISTORY

The year 1924 was born the Ministry of Health, then called Hygiene, Assistance and Social Security. The need to centralize the procurement processes of this Ministry, gave rise in 1932 to an incipient Shopping Center that covered the needs of all types of products, giving birth to what would later be established as a Supply Center.

In 1952, when the National Health Service (S.N.S.) was created, the Central of Purchasing became known as the Supply Center, whose purpose was “to provide for the general supply of all establishments in the S.N.S.”. Among the items in his charge were textiles, pharmacy, office and printing materials, casino and other items, including own factories of cotton and gauze. In 1979 there is a new change in the state system, Decree Law No. 2.763 creates the National System of Health Services (S.N.S.S.) and gives rise to the Supply Center of S.N.S.S. The assigned functional role was to supply drugs and clinical supplies to the sector.

In 1994, the first diagnoses were made to determine the operational efficiency of the institution and the health sector’s supply system. Studies were carried out to know the characteristics of the market of products necessary for the health benefits. After these analyzes, the results determined the new role of CENABAST: to become an intermediary body for the public health sector of our country.

In 1995 CENABAST began to operate with a basket of 33 products, in which hospitals from the Fifth and Metropolitan regions participated. The first acquisitions were made through the electronic bidding system. In this business model, the organization directly estimated quantities needed to buy according to the historical data with which it counted and bought enough stock, which it then sold to hospitals and health facilities.

Later, in order to account for the supply needs of the sector, the challenges imposed by the health reform process (AUGE) and the financial resources available to it, CENABAST implemented a model of operation in 2004 , becoming an institution that provides drugs and medical devices to establishments of the Public Health Sector, acting through a mandate, through agreements with Health establishments that establish a commission for the services provided by CENABAST.
