Transparency and access to information
In agreement with the established by the new Purchase Law requiring all public procurement to be carried out through the Chilecompra Portal, CENABAST has decided to establish a purchase procedure ((download model.pdf - 158 KB)), that in the case of Public Bid Offers the bid takes place directly on the Portal. There also exists the modality of a Direct Contract – a type of acquisition that is closely linked with special cases such as valid public contract renovations, urgent purchases and where there is only one supplier for a determined product.
In general terms, the “Traditional Bidding Process by Public offer” is defined under the concept of the participation of a large number of offering agents whose bids are accepted by CENABAST and are then followed in a step-by-step development process directly on the Chilecompra Portal whose final result is the issuing of a Convoking Letter for everybody interested in participating in the bid with the aim of making the transactions and adjudication more transparent. Furthermore, it involves all those transactions whose bidding price is higher than 1000 UTM (Monthly Contributing Units – an inflationary measure whose value changes from month to month) associated with the values of the products on offer.
The acquisitions made by CENABAST within the spectrum of its competence whose price is higher than UF 3.000 (UF – an inflationary measure unit used by banks and financial institutions) are selected by an Acquisitions Committee composed by a representative of the Ministry of Health, a representative of the Assistance Network Under-secretary, two health Service Directors and the director of FONASA. |
