CENABAST Structure (general and multi-divisional)
General structure: It consists of three principal decision-making levels,
- Relation between the Ministry of Health and the Director of the Institution who is instructed to follow the pertinent public policies in regard to the sector, in order to coherently comply with the activities of both entities.
- Directing Board: Made up by the Director, four staff chiefs and five managers who decide on the principal strategies in order to carry out the necessary actions governed by the Ministry’s priorities and corporate definitions of the last.
- Executive Board: All CENABAST chiefs are presented with the policies previously determined by other instances for a further scrutiny. What is principally sought is how to unite the criteria with regard to how said policies should be applied.
Multi-divisional Structure : The Director is counselled by a group composed by the Internal Audit, the Legal Counsel, the Communications Department and the Chief-of-Staff – a group that provides advice, support and supervision making sure that the different strategies, actions and goals defined at the corporate level are carried out. This group also coexists side by side with five Management divisions (integrated by Administration and Finance, Commercial, Technical, Development and Logistics) which take decisions so that the actions of their respective areas should be coherently carried out.
In respect to the line units, the Commercial management’s main objective is to provide adequate capacity in order to manage the whole supply system of the public health sector through timely programming, excellence of the purchase processes and an increased level of client service. At the same time, Technical management seeks to provide and compile the necessary information and data for the whole network of the public health sector thus generating initiatives that promote the quality of medicines and providing support for programming technical decisions and the acquisition in the area of pharmaceuticals, inputs and ministerial programmes.
The function of the Logistics Management is to optimise the logistic running of the organisation, with special attention to improving the distribution of products in a timely and adequate manner as required by the system.
The Administration and Finance Management are in charge of providing the physical and financial resources necessary for the compliance with the institutional strategy, vouching for the correct use of the resources. Finally, the Development Management must guarantee the sustainability of the institution and its viability in the long term in accordance with the strategy set down in the Institutional Balance Score Card.
Normative Framework
The Central Procurement Office of the National Health Service System (SNSS) is governed by Decree Law N º 2.763 Chapter V of 1979 and the Organic Regulation Supreme Decree N º 78 of 1980, both of the Ministry of Health. In accordance with the established by article 46 of Decree Law 2.763, the National Central Procurement Office of the National Health Service System, known as CENABAST, is a functionally decentralised Public Service, provided with legal independence and own equity. It depends on the Ministry of Health, and falls under the latter’s supervision adopting its policies, norms and general plans.
Location
The Headquarters are located in Av. Matta 644, in the central borough of Santiago and a Logistics Distribution Centre in Lourdes 1555, in the borough of Quinta Normal.
